THE United Nations Development Program (UNDP) has allocated P4 million to help Cebuano communities that suffered as a result of Super Typhoon Yolanda regain their livelihoods and social services.

The Cebu Provincial Board is set to authorize Cebu Governor Hilario Davide III tomorrow to sign a memorandum of agreement with the UNDP, represented by Yuri Afanasiev, senior recovery coordinator.

Vice Gov. Agnes Magpale’s draft resolution states the MOA will allow the implementation of an “early recovery program” in Northern Cebu communities ravaged by the typhoon last Nov. 8.

Magpale said about P375,000 of the fund was already downloaded to the Capitol last Dec. 27.

The proposed agreement with UNDP states that the funds shall be used for emergency employment, as well as the restoration of critical public facilities such as health centers, schools, markets and roads.

It also expressed the hope that local governments will not only provide basic services to the affected communities, but also be better prepared to respond to disasters.

The Province’s proposed rehabilitation and reconstruction program for northern town will require P26.84 billion. The bulk of it will be for shelter and resettlement.

Nationwide, the damage caused by typhoon Yolanda has been estimated at P36.69 billion.

Of the P23.79 billion pledged by the international community, the Philippine Government’s Foreign Aid Transparency Hub reported that P592.5 million in cash aid has been coursed through the government, as of yesterday.

Much of the international assistance pledged—P20.99 billion out of P23.79 billion—will be in kind.
