Mayoral bet, others face raps

FOR allegedly giving free illegal electrical supply and buying votes for One Cebu Party, Alegria mayoral candidate and incumbent councilor Raul Guisadio was charged with violation of the Omnibus Election Code before the Cebu Provincial Prosecutor’s Office.

Complainant Alexander Listones accused Guisadio, Valencia Barangay Captain Flora Amatril, and Valencia Barangay Councilor Romeo Jamio of vote-buying.

The same offense were filed against Barangay Poblacion staff Joseph Lobiano and municipal employees Noel Largado, Jerry Glova, Bill Durangparang, Edbhel Sabinay, Margarito Manjac, Victor Baisac, Eric Peque, Wilfredo Lastimosa, Josue Lendio and Francisco Leguiz Jr.


An electioneering offense was also charged against Largado, Glova, Durangparang, Sabinay, Manjac, Baisac, Peque, Lastimosa, Lobiano, Lendio and Leguiz.

Other respondents

Listones further accused Leonor Quintinita, Apolinaria Quintinita, Crispo Baylosis, Petra Baylosis, Eligio Lopez, Bonifacio Glinogo, Concesa Dialogo, Alejandro Villeneza, Nolito Delostrico and Agustin Jamio of conspiring to bribe voters.

“They, at one time or another, illegally connected for free electric power connections or called flying connections from houses to houses in exchange for the votes of the occupants and owners of the houses that were connected to in favor of Raul Guisadio and his partymates and One Cebu Party,” said Listones in his affidavit.

Some of the respondents, he said, also bought votes with free fertilizers and herbicides.

One of the witnesses, Joel Alas-as, said he saw Glova, Durangparang and Largado campaigning for Guisadio and One Cebu Party.

The three government employees allegedly went to the houses near the Teotokos chapel in Banahan, Valencia and asked the occupants whether they want a connection to the Cebu Electric Cooperative Inc. (Cebeco) 1.

“These neighbors said yes, and the three persons told them directly that they will be given connection and free installation if they vote for Guisadio and company,” said Alas-as in his affidavit.


Meanwhile, Alegria Mayor Emelita Guisadio, wife of Raul Guisadio, told Sun.Star Cebu that she cannot give her comment as of press time for she has not received the complaint.

Incumbent councilor Raul who will run for mayor is one of the respondents of the case filed by Alexander Listones for electioneering and vote buying.

The incumbent mayor is allied with One Cebu party headed by suspended Gov. Gwendolyn Garcia.

Guisadio offered to be called back after they received the complaint.
