Town dad, 4 others face graft charges

FORMER Moalboal, Cebu mayor Yvonne Cabaron and four other town hall officials are facing charges before the anti-graft office over the alleged illegal realignment of public funds worth P.5 million in 2008.

A “concerned citizen” named Claudio Temblor asked the Office of theOmbudsman-Visayas to investigate Cabaron, who now serves as Moalboal councilor, and four others for alleged violation of the Revised Penal Code and the Anti-Graft and Corrupt Practices Act.

Also named respondents were town treasurer Bernarda Paquera, accountant Emely Estimo, budget officer Jose Nuevo and municipal engineer Noel Grengia.


In his complaint, Temblor said the respondents disbursed the fund sourced from the priority development assistance fund of former senator Juan Miguel Zubiri in 2008.

Zubiri gave the money as financial aid to the town’s “pro-poor” program.

“Unfortunately, this trust fund was used for another purpose other than that which it is specifically intended to alleviate the financial condition of the less privileged people of the municipality,” the complainant said.

Citing the 2008 annual audit report of the Commission on Audit, the complainant said the municipal government used the money to finance the partial completion of the municipal sports complex.

Section 94 of the New Government Accounting System states that trust fund should only be used for specific purpose for which it came into the possession of the municipality.

By diverting the fund meant for the town’s “pro-poor” program, less privileged people in Moalboal were deprived of benefiting the program, the complainant said.

He said the budget was realigned without the authority from the town council.

“The above officials are impleaded for their indispensable cooperation in making possible disbursement of funds in a project that was not legally funded,” the complainant said.

The complainant also accused the town officials of grave misconduct, ignorance of the law, and gross neglect of duty.

Sun.Star Cebu called up Mayor Inocentes Cabaron, the husband of the former mayor, for comment through his landline yet calls were not answered.
