Cement firm helps fix provincial road

TAIHEIYO Cement Philippines, Inc. (TCPI) donated some 42,250 bags of Grand Portland Cement to the Province of Cebu for the upgrading of the 14.3-kilometer Sangi-Bugho provincial road, a vital link between the towns of San Fernando and Pinamungahan.

TCPI president and CEO Satoshi Asami and Gov. Hilario Davide III signed the memorandum of agreement (MOA) for the donation last May 28.

TCPI materials supplier Solid Earth Development Corp.’s (SEDC) president Dennis B. Tenefrancia also signed the document as the donation is pursued under the joint TCPI-SEDC Social Development Management Program (SDMP).


SEDC uses the Sangi-Bugho road when delivering earth materials for cement production to the TCPI plant in South Poblacion. The materials come from SEDC’s quarry sites in Barangays Bugho and Magsico.

Davide signed the MOA with the approval of the Provincial Board through Resolution No. 586-2014, which expresses the desire of the Province “to provide the business community and residents with well developed, clean and efficient roads to service their needs and further stimulate growth and progress.”

Vice Gov. Agnes Magpale, San Fernando Mayor Antonio “Abe” Canoy and provincial information officer Ethel Taneo-Natera witnessed the MOA signing.

Takahiko Imachi, TCPI senior vice president for administration and marketing, also signed as witness, with SEDC director and technical adviser Takehito Oga and Engineer Nilo R. Yap, corporate affairs manager and head of the environmental management department.

Under the agreement, the Province’s engineering department can withdraw the 42,250 bags of Grand Portland Cement any time these are needed for the road repair.

Representatives from both parties will monitor the project and determine the time and manner of releasing the cement.

In the agreement, the Province committed to immediately allocate resources to implement the project and use the 42,250 bags of cement supplied by TCPI and SEDC “exclusively for the (Sangi-Bugho) concreting project.”

The Province also committed to complete the project by Dec. 31 this year.
