Free P70 Million intelligence funds

Equip the police and finance viable eco – agriculture programs and build sustainable communities!


Put the funds under items subject to public scrutiny and audit!

Wasted and Corrupted

The intelligence funds were used by the former president and dictator to actually run after his political enemies and feed on patronage politics. It has since been used by most local government officials as a wonderful source of campaign chest to support corrupt practices, buy votes, reward political allies and patrons and enrich local executives to a way of life of a king and virtual dictator.

Devoid of proper audit, these funds are ostensibly appropriated to support the police but records show that under the administration of Dongkoy Emano, millions of these funds were never used properly to improve the plight of the policemen and intelligence work.

For the record, in 2013 prior to the elections, Emano reportedly withdrew the amount of P50 million from the P70 million budgeted for the intelligence funds for 2014 without liquidating any invoking the privilege of the funds being free from audit. Moreno for his part proposed for himself the same amount. Aware how it created a monster and powerful Emano during his administration, at P70 Million a year, P210 million for three years and for about 15 years of Padayon Pilipino rule in the city, Elipe and company panicked and “castrated” the whole City Hall 2014 budget, the bulk of which is from the intelligence funds and annual investment plan (AIP).

I submit that this is simply a war about funds which can be used for plunder and deceit. Nobody has the decency to adhere to the cause of transparency and public accountability. For as long as it is authorized legally and by the city council, these funds will be a subject of interest by any mayor for a maximum of P70 million a year without audit. Elipe and company therefore reduced it for the wrong objective.

Scrap the intelligence funds

Reports had it that the city police department had not received funds intended for the purpose and so, crime rate increased while funds to build up the political machinery and vote buying practices were enhanced. Therefore, it only breeds more and more corruption but enhance socio-economic problems. If I had my way, we better scrap the budget for intelligence funds and transfer it to budgets which are open to public scrutiny, public bidding and audit.

Equip the police

We have to use funds for the police but let it be subject to responsive programs and projects direct police assistance peace and order needs such as the purchase of communication equipments, police cars and the like.

Amounting to over P70 million per year, any local government leader can instead divide it for police work and the rest to improve the plight of our people for climate adaptation, provide sustainable ecological and food production programs; relocation and housing programs for many among our urban dwellers who are terribly disadvantaged. That way, the problem of congestion, hunger, and homelessness can be addressed.

Think about it! We can be the change that we want to be!

Keep the faith! Keep the vigilance! Make the difference! Bangon Kagay-an! Save CDO! Mata na CDO!
