WHEN the issue on the misuse of the Priority Development Assistance Fund (PDAF) blew out in proportion, the name of Janet Lim-Napoles became also close to Kagay-anons when former representative and mayor Constantino “Tinnex” Jaraula was implicated to have made transactions with Napoles and allegedly got away with more or less P20 million from his P50 million PDAF.

And until such time when these issues will be forgotten again.

The year 2013 wasn’t all stories of disappointments and heartaches. For one, the new airport in Laguindingan town, that replaced Lumbia in Cagayan de Oro City, was formally opened and fully operational, despite protests by the group of businessmen in Cagayan de Oro due to lack of navigational equipment especially when aircrafts land during night time.

But President Aquino pushed it to open anyway in June, and if the old Lumbia airport can accommodate night flights, the Laguindingan airport is currently limited until afternoon flights.

Another is the civic groups that are led by Bangon Kagay-an, Save CDO Movement and Sulog were victorious in the Court of Appeals to get a Writ of Kalikasan and Continuing Mandamus for the protection of the Iponan River from the destruction caused by illegal mining activities. The groups are currently working on the Temporary Environmental Protection Order, while they are embarking in a new call to stop the construction of coal-fired power plants to happen in Villanueva, Misamis Oriental.

While at the height of Super Typhoon Yolanda (Haiyan), Cagayan de Oro and Misamis Oriental finally learned its lesson from Tropical Storm Sendong in 2011, that even though the city and province were at signal no. 1, preemptive measures were employed to disaster prone areas. When it badly hit Visayas region, those who survived from Sendong were the ones leading in extending help this time from donating goods and packing them.

It’s not enough hearing predictions for 2014, as fate would still be decided by our own actions. Like the other years have passed, 2013 had its own bittersweet memories – of struggles, victories and remorse.
