Retired cop falls in drug buy-bust

A RETIRED police officer in Cagayan de Oro was arrested by the Philippine Drug Enforcement Agency-Northern Mindanao (PDEA-10) in a buy-bust operation shortly before dawn Wednesday.

The anti-narcotics bureau seized around 25 grams of suspected methamphetamine hydrochloride (shabu) with an estimated street value of P175,000.

Emerson Margate, PDEA-10 regional director, identified the policeman as retired SPO1 Reynaldo dela Victoria. Dela Victoria had just retired from the police service March this year.


The suspect was arrested inside a rented room in a hotel along Capistrano Street around 11:40 p.m. of September 2.

Margate said dela Victoria has been an alleged notable peddler in local drug trade in the city which operates in hotels.

According to the sources at PDEA, the suspected drug personality operates mostly in Cagayan de Oro, but he also did business out of town.

"Marami na po siyang report na dumating sa ating office. Marami din tayong natanggap na surveillance operations at talagang into illegal drug trafficking siya and we have proved that with his arrest," Margate told reporters in a press conference on Wednesday.

He furthered the local drug bureau has identified some cohorts of dela Victoria in drug peddling. However, Margate refused to pin down names at press time.

He added the possibility of other policemen involved is still uncertain.

Drug paraphernalia were recovered from the suspect including the bill used as exchange and his motorcycle.

Chief Inspector Lemuel Gonda, head for Operations and Plans Division of the city police, said they cannot confirm for now if dela Victoria previously had administrative or criminal charges.

Margate furthered that cases will be filed against the suspect under the Sections 5, 11, and 12 of the Republic Act 9165 or the comprehensive Dangerous Drugs Act of 2002.

"Hopefully, today (Thursday) ma-file na natin ang kaso," he said.

Dela Victoria used to be assigned at the City Mobile Group (CMG) of the Cagayan de Oro City Police Office (COCPO) before he left his post.
