Gov’t workers tackle employment issues

MORE than a hundred union leaders coming from the different offices in the region met here last Thursday, June 26, and discussed the different issues confronting the government employees.

Organized by the Civil Service Commission-Public Sector Labor Management Council (CSC-PSLMC), the first batch of the Zonal Orientation on Public Sector Unionism Conference was aimed at exercising social dialogue among the employees on socio-economy and politics.

CSC said the activity is in response to the clamor of the public sector workers to have a regional consultation prior to the annual National Workers Congress in 2015.


Francisco Duque III, MD, chair of CSC and PSLMC who was the keynote speaker, reminded the participants of the importance of holding dialogues in resolving the issues and concerns to better the employer-employee relationship in government.

The participants were appraised on the negotiation processes, social dialogue and on the intentions of the International Labor Organization (ILO) convention 151.

ILO convention 151 is the strengthening of the public sector to provide decent work to public service workers, which will eventually result to quality public service.

Issues on the job-order (JO) scheme, the collective negotiation agreement (CNA) payment, exercise of partisanship, among others, were issues discussed during the conference.

Hiring of JOs

Duque said that there is no law prohibiting the hiring of JOs provided that the employer will not abuse its power that would lead to the discrimination of qualified applicants for a certain position.

He emphasized the importance of resolving issues and concerns through dialogue between civil servants and the agencies concerned, whose functions directly attend to the government employees such as the Commission on Audit (COA), Government Service Insurance System (GSIS), PhilHealth and others.

Duque’s advised was for the employees’ union to dialogue with the COA regarding the allocation of their CNA where complaints of disallowances arose.

“For you (government workers), to understand better the intricacies of the functions of the COA, the conduct of a dialogue is important so that issues are resolved soonest and for you to be enlightened on why the disallowance,” Duque said.

On the issue of employees of the local government units being transferred to other offices seemingly without valid reason every time there’s a change of administration, Duque said it is the prerogative of the new administration to assign LGU personnel where the local officials deem necessary.

Duque hinted that most cases of reassignment happens when the newly seated local officials detect an employee with leanings to the past administration or is being partisan.

“You should bear in mind that regardless who sits as the elected official, you are to focus on your work as civil servants and not play partisan for a local politician,” Duque said, adding “government workers should maintain a harmonious relationship with their employers and clients to attain good governance.”
