Council hires Emano as consultant-A A +A

MAJORITY bloc members of the Cagayan de Oro City Council approved during its 29th regular session Monday the proposed ordinance 2014-23 authorizing the vice mayor to enter into a contract of consultancy services with former mayor Vicente Emano.
Councilor President Elipe, Emano’s son-in-law, said the approval of the former mayor to become a consultant is like the intention of hiring consultant lawyer Andrew Barba.
He said the consultancy services give only the role of an adviser.
“They don’t have the right to make legislative actions. They will not be given executive authority,” Elipe said to emphasize the limits of the role of the consultants.
Elipe added that the former mayor is also not allowed to preside during sessions of the city council.
“‘Solsolant’ lang gyud,” Elipe added.
He said the City Council is not bound to follow any opinions from the consultants if they do not want to.
Meanwhile, Councilor Roger Abaday said Councilor Yan Lam Lim has now a consultant in battling against illegal drugs.
He added that he is happy that the former mayor volunteered so he can help Lim.
During the deliberation, Elipe and his wife, Councilor Nadya Emano-Elipe, Councilors Lourdes Candy Darimbang, Teodulfo Lao and Roger Abaday abstained in the voting.
Only administration councilor Eric Salcedo voted against the approval of the proposed ordinance.
