Moreno tags City Council approved budget 'straitjacket'

CAGAYAN de Oro City Mayor Oscar Moreno tagged the 2014 Executive Budget approved by the City Council as "straitjacket."

A straitjacket is "something that restricts or confines," according to It is a “cover or overgarment of strong material (as canvas) used to bind the body and especially the arms closely in restraining a violent prisoner or patient.”

The budget, Moreno said, hinders the implementation of the programs under his leadership as the majority bloc of the City Council intends to make it harder for him.


“What they approved is not a budget, but an instrument to decapitate and render inutile the City Government of Cagayan de Oro,” Moreno added.

“Their move is so painful, not to me, but to the people of the city,” the mayor said.


City Councilor Teodulfo Lao said the majority bloc intends to control the chief executive.

He cited that Section 5 of the approved ordinance on the annual budget for the general funds and special accounts, placed the funds in lump sum which will require an appropriation ordinance before it can be allocated to specific programs.

Lao said that the appropriation ordinance must be approved by the Council before the funds can be released.

“What if they will not approve the programs?” Lao said.

The councilman added that the 2014 Executive Budget proposed by the administration contains programs in details.

City councilor Eric Salcedo said all the special projects of the City Social Welfare and Development (CSWD) has a program of work.

But in the approved budget, the allocation for social services is in lump sum.

“Why not follow the items of the programs of work that were submitted to them?” asked Salcedo.

Salcedo feared that the (majority bloc) in the City Council will use its power to block projects beneficial for the city residents and taxpayers.

Dongkoy’s ghost

“This is orchestrated by Dongkoy,” said Moreno referring to the previous administration whose members of the majority bloc of the City Council belong to Padayon Pilipino party under the leadership of former Mayor Vicente Emano.

Moreno said: “Mao na ang problema karon kay gasalig sila because they have the numbers. Bahala dili maalagaran ang katawhan okay lang sa ila basta maalagaran nila si Dongkoy.”

He furthered that no other person would have the motive to do such things to the administration but Emano who wants to come back to power.

Salcedo added that the “point man” in the City Council is city councilor President Elipe.

City Councilor Zaldy Ocon is afraid the people in the city would be left behind in terms of the development because of the budget cut.

“They want to cripple the administration,” Ocon said. He added that a lot of vital services are removed in the approved budget.


But, Moreno is confident that the ploy of the opposition won’t succeed.

The mayor said they are preparing for the legal means to counter what the majority bloc in the City Council had done.

Moreno said he will implement the projects despite the effort of the City Council to block his programs for the people.
