NEW YORK — An apartment building collapsed in a fiery burst of rubble on Thursday and flames spread to nearby buildings in what officials said appeared to be a gas-related explosion, injuring at least a dozen people and scattering debris across surrounding streets in the heart of Manhattan's fashionable East Village.

Obamas to host Pope Francis at White House Sept. 23

WASHINGTON -- The White House said President Barack Obama will host Pope Francis in Washington when he visits the United States this fall.

White House spokesman Josh Earnest said Obama and first lady Michelle Obama would welcome the pontiff as a guest at the White House on September 23. It is Francis' first papal visit to the United States.

Government: China rushing construction in disputed sea

MANILA -- The Philippines' top diplomat said Thursday that China has been rushing construction projects, including massive land reclamation, in the disputed South China Sea in hopes of forestalling any legal moves against its vast territorial claims.

Foreign Secretary Albert del Rosario said the Chinese construction is aimed at bolstering its claims to virtually the entire South China Sea. He called Beijing's claims "invalid and excessive and in violation of international law."

THE Supreme Court (SC) on Thursday did not issue a temporary restraining order (TRO) to stop the Court of Appeals (CA) with its proceedings and the power of its stay order on the preventive suspension imposed by the Office of the Ombudsman against Makati City Mayor Jejomar Erwin Binay Jr.

Instead, the SC just issued an order mandating the CA and Binay to file their respective comments to the petition of Ombudsman Conchita Carpio Morales on or before April 6, the start of the Court's summer session in Baguio City.

Coast Guard on heightened alert for Holy Week exodus
