Comedian declared persona non grata

DAVAO (Updated) -- Comedian Ramon Bautista is no longer welcome in Davao City after the City Council declared him persona non grata on Tuesday.

Persona non grata is a Latin word that literally means "an unwelcome person." In the legal sense, a person so declared is no longer welcome in a country or specific place and "is usually forced to return to his or her native country/place."

In a radio interview on Tuesday, Vice Mayor Paolo Duterte said that as an unwelcome person, Bautista can be arrested by authorities if spotted in Davao City.

Bautista, who was in Davao over the weekend as endorser of, was castigated after he made a joke describing women of the city as "hipon."

In a two-page resolution, the City Council of Davao described "hipon" as "a street slang for a woman with an ugly face and a sexy body and is usually used to refer to women who are ugly and/or stupid and you only want to be intimate with them because they have sexy bodies."

Bautista was made to apologize to the public after his statements. On his Twitter account, he also posted:

The City Council, however, said Tuesday that "Mr. Bautista willfully and arrogantly intended to propagate a culture of sexism and male chauvinism that promotes rude and disrespectful behaviour against women."

"The Women Development Code of Davao City defines Mr. Bautista's actions under other forms of sexual harassment," the resolution stated. "There is a need to make Mr. Bautista understand that as a visitor of a place, he should be mindful of decency and propriety."

The council considered Bautista "an extremely corrupt influence to the youth and his abusive behavior should not be tolerated."

Vice Mayor Duterte posted a copy of the resolution on his Facebook page Tuesday.
