DBM slashes judiciary’s proposed budget for next year

THE judiciary's proposed budget for next year is 38 percent lower that what they actually requested from the Department of Budget and Management (DBM), a court official said Thursday.

"The Judiciary proposed a budget of P32.6 billion for 2015 [but] the NEP (National Expenditure Program) provides a budget of P20.2 billion," said Deputy Court Administrator Raul Villanueva during the budget briefing of the judiciary at the House of Representatives.

He said that their actual budget proposal represents 1.25 percent of the P2.606 trillion 2015 national budget.

The deputy court administrator said that their next year's budget will be used for the on-going development and reform initiatives mainly to improve access to judicial services as well as the branch modernization.

Though the judiciary did not get what they actually want, Villanueva said that the P20.2 billion is still 4.88 percent higher than this year's allocation of P19.3 billion.

"[Our budget] represents an increase of only 4.88 [percent] just to cover for inflation, as compared with the 15 percent growth of the national budget," he said.

Villanueva said the judiciary budget will support its major programs, which include court dockets decongestion, and judiciary modernization.

He said that with its 2015 budget the judiciary also aims to achieve an independent, effective and efficient judgment on cases through the following strategies such as improved case management; efficient court operations; judicial training and legal education; improved court physical and technological processes.

The budget cut was reportedly made following several issues between the executive, legislative and judiciary branches. (Sunnex)
