OPAPP: Bangsamoro bill to be submitted to Congress in July

MALACANANG has set the submission of the draft Bangsamoro Basic Law (BBL) to Congress when it resumes session next month, the Office of the Presidential Adviser on the Peace Process (OPAPP) said Tuesday.

In a statement, OPAPP said that the Aquino administration recognizes the urgency behind the immediate passage of the BBL.

"However, we also recognize that a thorough, extensive and comprehensive review of the draft law's numerous provisions is a necessary part of the process to ensure that these are consistent with what the parties agreed upon in the 17 years of peace negotiation," it said.

"At present, efforts have already been made to coordinate with the Senate and House leadership to ensure that the draft BBL is submitted to Congress when sessions resume in July," it added.

The Office of the President, through it legal team, has been reviewing the draft BBL prepared by the 15-member Bangsamoro Transition Commission (BTC) led by Mohagher Iqbal, peace panel head of the Moro Islamic Liberation Front (MILF).

In a regular press briefing, Presidential Communications Operations Office Secretary Herminio Coloma Jr. said that despite the submission of the proposed BBL to Congress in July, the government is still optimistic that the lawmakers could pass it into law within the year.

"Ang pinak-focus natin ay 'yung finished product, which is an enacted law, and we still believe that this is achievable within the original timeframe of within this year," he said.

He said the legal team just wants to make sure that every provision of the bill would be in accordance with the Constitution. (SDR/Sunnex)
