(Updated) State weather forecasters warned fishermen against going out to sea in parts of northern and eastern Luzon due to Typhoon Urduja (Francisco).

In its 11 a.m. advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration's (Pagasa) said Urduja maintained its strength and continued to move northwest at 13 kph.

"Sea travel is risky over the seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon," it said.

As of 10 a.m., Pagasa said Urduja was estimated at 1,130 km east-northeast of Itbayat, Batanes, with maximum sustained winds of 160 kph near the center and gustiness of up to 195 kph.

The cyclone will be 940 km east-northeast of Itbayat, Batanes Wednesday morning. By Thursday morning, it is expected to be 950 km northeast of Itbayat, Batanes or 230 km east-northeast of Okinawa, Japan or outside the Philippine Area of Responsibility (PAR).

Still, the state weather agency said Urduja is not expected to affect any part of the country.

Typhoon Urduja entered PAR before dawn Tuesday and was locally named Urduja. It is the 21st cyclone to enter PAR this year.
