Congress ratifies report compensating Marcos victims

MANILA -- The House of Representatives on Monday ratified the bicameral conference committee report on the bill providing for compensation to human rights victims during the Martial Law era.

The report was ratified after the chamber was able to muster a quorum since it resumed session last week.

The roll call showed that 184 members were present on the floor.

House Speaker Feliciano Belmonte Jr. sent text messages to his colleagues to remind them to attend the remaining six session days.

President Benigno Aquino III can sign into law the proposed “Human Rights Victims Reparation and Recognition Act of 2013” once the Senate has also ratified the bicam report.

The bicam committee earlier agreed that the 9,539 claimants who successfully secured a final and executory judgment in the US Federal District Court of Honolulu, Hawaii, are accorded conclusive presumption.

A Human Rights Victims Compensation Board will determine the extent of the human rights violations and the amount of reparation, which may be granted to each claimant.

The principal funding for the Marcos victims shall come from the P10 billion, plus accrued interests, which is part of the funds transferred to the Philippine government on December 1997 by the Swiss Federal Supreme Court. (Kathrina Alvarez/Sunnex)
