1 cop to 1 school ratio rejected

BAGUIO City Police Office OIC Police Senior Superintendent Rolando Miranda expressed reservations on the proposed ordinance ordering one policeman per school to further ensure safety, peace and order.

"Pag naipasa yung ordinance na yan, mahihirapan ang police," he told reporters, explaining they are severely lacking in personnel.

“Baka pag ginawa natin yan maneglect natin yung greater majority," he said, noting policemen also have other responsibilities to fulfill for the public.


What the BCPO can do is to continuously patrol along school areas instead of being permanently stationed in one school, Miranda said.

He stressed security guards must take charge in ensuring safety within and around school premises as thepolice will always be ready to respond to greater emergencies.

According to Miranda, the BCPO has only 603 personnel deployed in different posts in the city.

He clarified each policeman will have to ensure safety of 500 people or below at any one time, which is the ideal ratio. The allocation is based on the general population which includes legitimate residents of Baguio City, student population, transients and tourists.

Miranda remains positive things will be clarified through a public hearing before the ordinance is approved by the City Council.

He also hoped that safety, peace and order in schools will be maintained not only by the policemen but the whole community.

"Kailangan natin ng force multiplier, kailangan natin ang suporta ng schools, (and) ng mga security guards sa barangay. Pagtutulong-tulungan natin yan," he said. (Giovani Joy Fontanilla)
