THE Department of Labor and Employment and the Commission on Higher Education of Cordillera Administrative Region were awarded the Citizen’s Satisfaction Center - Seal of Excellence for their outstanding performance in public service.
The Civil Service Commission awarded the Seal of Excellence to the two field offices after garnering the "Excellent" remark based on the result of Anti-Red Tape Act Watch and Report Card Survey in 2013 and passing two separate validations conducted by external members of the commission.
Dole-CAR had a final numeral rating of 95.35% and a descriptive rating of excellent under the ARTA-RCS scoring system.
According to the CSC, the perfect score of 100 percent on the criteria of compliance to the public assistance and complaint desk; ID/nameplates; No Noon Break Policy; and Anti-fixer campaign strengthened the report card of the office.
Through a representative, Dole-CAR Regional Director Henry John Jalbuena said, “It is thus a privilege and honor of Dole-CAR in accepting this award. This award comes with a greater responsibility – the responsibility to maintain and sustain an excellent service.”
“We will strive more to further raise the quality of service delivering to promote gainful employment opportunities, develop human resources, protect workers and promote their welfare and maintain industrial peace,” he assured.
The RCS for Dole-CAR conducted on July 17, 22 and 23 last year had 30 respondents who availed of frontline services, including registration of organization, labor dispute resolution arbitration, special permit for the employment of students; and livelihood assistance.
Dole-CAR continues to work to become a champion in developing a globally competitive Filipino workforce, ensuring protection of laborers, promoting productivity, and fostering industrial peace through social partnership and exemplary governance.
Meanwhile, CHED-CAR was also applauded for its excellent performance with an overall score of 93.2 percent.
"We thank you very much for recognizing our accomplishment," regional director for Ched Luisa Valencia said adding the award was in time with the celebration of their 20th year of rendering public service.
The overall rating of the regional office was attributed to the satisfaction of their clients reflected in the RCS where it obtained a significant rating of 97.46 percent.
The RCS for Ched-CAR was conducted on June 18 to 22, 2013 where 30 clients availed of frontline services including certification, verification; and authentication of documents.
In its 20th year, Valencia stressed their commitment to provide relevant and quality education accessible for all remains and will further be strengthened.
In 2013, 30 agencies in the region were subjected to ARTA-RCS where two were rated acceptable, 23 for good and five for excellent. The other three with excellent remarks were not able to get the Seal of Excellence after failing the second phase of validation conducted by external members of the CSC.
As of 2014, eight offices were already subjected to ARTA-RCS: DOTC-CAR (Good); LTO-La Trinidad, Benguet (Good); LTO-Baguio, Registration Office (Acceptable); LTO-Baguio Licensing Office (Excellent); LTO-Ifugao District Office (Good); LTO-Abra District Office (Good); LTO-Apayao District Office (Excellent); and LTO-Bontoc, Mt. Province District Office (Good).
