BARANGAY 9 and 19 will try to repeat as finalists when the 37-team 8th Monico Cup 21 Under inter-barangay basketball tournament opens April 6 at the Bacolod Arts Youth Sports (Bays) Center.

Mayor Monico Puentevella, who started the tournament when he was still congressman of Bacolod City, will grace the affair that will commence with a parade of athletes from the old City Hall at the downtown area.

The participants will traverse Luzuriaga, Lacson, Rizal and San Juan Streets en route to the Bays Center for the opening rites.

Barangay 9 is in Bracket B with Barangays 23, 24, 26, 16, 30 while Barangay 19 is lumped in Bracket F with Mandalagan, Montevista, Banago, Barangays 8 and 41.

Handumanan is grouped in Bracket A with Barangays 1, 6, 12, 18 and 40. Bracket C consists of Granada, Estefania, Singcang, Barangays 29, 7, and 35.

Bracket D is composed of Barangay 13, 14 and 22, Bata, Mansilingan/Paglaum and Tangub. Cabug, Villamonte, Barangays 2, 10, 20 and 39 comprise Bracket E and late entry is Barangay 3.

Each bracket will play a single round robin elimination with the top two advancing to the Magic 12. Triple ties will be resolved by Fiba quotient system and double ties by win-over-the-other rule.

Survivors from the dozen qualifiers will move to the six-team quarter final knockout phase with winner 1 going against winner 6, winner 2 against winner 5 and winner 3 versus winner 4.

The three winners automatically climb to the semifinals while the three losers play a single round, with the top squad getting the fourth semi-finals slot.

Winner 1 will square off with winner 4 in the semis while number 2 takes on number 3. The losers will play for third place and the winners dispute the championship.

Tournament rules state that a player must be a resident of his barangay; must have been born in 1993 thereafter; must wear proper uniform (upper mandatory); and must attend the opening ceremony (or face suspension for his first game).

All named barangays are not allowed to recruit players while small numbered barangays can do, provided, players must come from their adjacent barangays.

Teams which violate the eligibility rules will be automatically disqualified and subject to future sanctions.

Protests will be entertained only in the first round and must be submitted complete with evidence within 24 hours following the formal complaint.
