Baciwa installs manager, 6th board member

THE Board of Bacolod City Water District (Baciwa) installed Mario Macatangay on Wednesday as interim general manager and accepted Alfredo Bayanin as their sixth member.

The Board, during their meeting at O Hotel presided by chairman Lawrence Villanueva, passed a unanimous resolution for the purpose.


The designations of both Macatangay and Bayanin were endorsed by the Local Water Utilities Administration (LWUA), the agency that oversees the development of water supply systems in provincial cities and municipalities.

"I want to be part of the solution and not part of the problem. I will have to assess the situation on the ground to ensure that the operation of the water district will run smoothly," Macatangay said after his installation.

Macatangay replaces general manager Juliana Carbon, who was earlier suspended on the votes of three directors Villanueva, Lorendo Dilag, and Marichi Ramos.

The three directors appointed former banker Darwin Destacamento as officer-in-charge, but he was not able to formally assume office after his appointment was questioned by the management, the three other directors, and also by Mayor Monico Puentevella.

Villanueva, Dilag, and Ramos had also opposed Bayanin’s appointment as sixth member before the court.

However, after a meeting with LWUA Administrator Andres Ibarra, the three directors agreed to withdraw the court case and accept Bayanin as LWUA representative, and then Ibarra will appoint an interim general manager.

Macatangay, who was designated interim general for a year, said Carbon will continue to report to Baciwa, and he will determine the functions tha will be assigned to her.

Before his assignment to Baciwa, Macatangay was the acting manager for Water Development Division of LWUA for Area 3-Southern Tagalog.

He said he was chosen among the five included in the shortlist.

"I accepted the assignment as a good soldier. If I cannot handle the situation, I can always ask for my replacement," Macatangay said.

Days before Macatangay was installed, the Baciwa employees, including Carbon, staged a noise barrage to protest the presence of Villanueva, Dilag and Ramos in the Baciwa premises.

The three directors claimed they were detained for two hours inside the board room as they couldn’t leave because of the employees’ action. They said they will file a complaint for arbitrary detention against the concerned employees.
