Puentevella dares Baciwa exec: ‘File libel’

MAYOR Monico Puentevella has dared Bacolod City Water District director (Baciwa) Maruchi Fong Ramos to pursue her filing of libel charges against him following his adverse comments regarding her qualification as representative of the professional sector.

Puentevella said that he based his statement on the letter from the Professional Regulatory Commission, stating that Ramos was not listed as licensed doctor of optometry.

"That is very clear that she is not qualified thus, I am appealing to the judge to give us the ruling immediately on the case she filed against Baciwa because she is not qualified and the court should resolve it for the good of the people of Bacolod," the mayor said.


Ramos, meanwhile, refused to answer the mayor’s dare saying, "I hope that he will be forgiven."

Puentevella's word war with Ramos came amid the leadership crisis in Baciwa. Ramos with two other directors, chairman Lawrence Villanueva and vice chairman Lorendo Dilag, voted to pass a resolution suspending general manager Juliana Carbon, and subsequently appointing former banker Darwin Destacamento as OIC general manager. However, during their meeting with Local Water Utilities Association (LWUA) Administrator Andres Ibarra earlier this week, they agreed that LWUA will appoint an interim general manager on the condition that three of them will accept a representative from LWUA to sit as the sixth member of the Board and withdraw the case they filed against LWUA before the local court regarding the appointment of Engineer Alfredo Bayanan. Earlier, the Regional Trial Court Branch 44 had granted the preliminary injunction sought by Ramos, involving the denial of the LWUA of the confirmation of her appointment as representative of the professional sector in the Baciwa Board.

In October last year, Ramos had filed a petition seeking the nullification of the letter-order of LWUA with urgent prayer for temporary restraining order and/or preliminary injunction.

The petition was filed by Ramos against Manuel Yoingco, officer-in- charge, Office of the Acting Administrator, acting Administrator Eduardo Santos and Juliana Carbont, preventing them from implementing the letter of Yoingco denying the confirmation of her appointment and ordering her replacement/removal pending further orders from the Court.

Ramos also included Architect Ramiro Garcia as respondent in her petition against her replacement or removal from the Board.

Puentevella appointed Garcia as director last November 19 supposedly to replace Ramos, who was able to get a court order that let her remain in her post.
