BACOLOD City Representative Evelio Leonardia assailed the State of the City Address (Soca) delivered by Mayor Monico Puentevella Tuesday, saying it was “a long-winded excuse and cover-up for the failures of his administration.”

In a press statement, Leonardia, the former city mayor, said Puentevella has nothing to show as his accomplishment.

“He entertained us with a collection of empty soundbytes on the same half-truths and lies he has been peddling about my administration,” the legislator said.

During his address dubbed “Ulat ni Monico,” Puentevella said the debts of the City government amounting to P665.5 million that he inherited from the Leonardia administration is one of the obstacles that prevented his administration from taking off.

“If his speech was a reflection of the state of the city, it is sad and alarming because it was neither here nor there,” Leonardia said. “Bacolod doesn't deserve this.”

“And the truth is, Puentevella is now enjoying the fruits of these loans,” the legislator said.

Leonardia added: “He now holds office in one of the biggest and most beautiful City Halls in the country because we dared risk political capital and built one.”

He also said Bacolod can now be fully-compliant of the solid waste management law because his administration purchased a property for a landfill, and the city also now has relocation sites.
