Puentevella told: Reinstate CEO foreman

THE Civil Service Commission-Western Visayas (CSC-6) has ordered Bacolod City Mayor Monico O. Puentevella to reinstate Marlou Amago to his original position as construction and maintenance general foreman of the City Engineer’s Office (CEO).

The order, which was granted by CSC Regional Director Rodolfo Encajonado on January 20, 2014, stated that the “appeal filed by Marlou D. Amago, construction and maintenance general foreman of the CEO Public Works, is granted.”

The ordered added: “Consequently, Memorandum Order No. 028-7-13 dated July 24, 2013 issued by Mayor Monico O. Puentevella, indefinitely reassigning Amago to the Bacolod City Mental Health Care Center is declared not in order. Mayor Puentevella is directed to restore Amago to his construction and maintenance general foreman position stationed at the Bacolod City Engineer’s Office and allow him to perform the functions of the said position.”


In Memorandum Order No. 028-7-13, Puentevella had ordered Amago’s reassignment stating that, “In the interest of public service, you are hereby reassigned at the Bacolod Mental Health Center (under the City Health Office, Mental Hygiene Division) located at Paglaum. Part of your functions is to assist in the implementation of the center’s various programs and services. This memorandum takes effect immediately and shall remain enforced until otherwise revoked.”

Amago contested the order by filing a complaint against Puentevella for abuse of authority, constructive dismissal, oppression and acts prejudicial to the best interest of the public.

Amago said that he has been a worker of the City government for 24 years, and his reassignment was meant to harass him and make his life and work in government service as uncomfortable, unbearable, and shameful.

Weeks before Amago was ordered reinstated, the CSC 6, through Encajonado, also directed Puentevella to reinstate Jean Ramos, head of the City Planning and Development Office, to her position as City Government Department Head II.

Encajonado in his January 15, 2014 order ruled that the memorandum order issued by Puentevella dated August 23, 2013 which caused the transfer of Ramos to the Economic Enterprise unit is not in order. However, City Administrator Rolando Villamor said the Puentevella is seeking reconsideration.

Ramos had filed a complaint for constructive dismissal against Puentevella and the City of Bacolod before the CSC, saying that her transfer to another office is illegal and motivated by politics and ill-will.

She said that on August 28, she received a memorandum from Villamor informing her of her transfer as department head of the CPDO to one of the offices of Economic Enterprise, which is the creation of a mere ordinance and not a department head position.
