Loss of documents stalls bidding for P87-M genset

ONE of the bidders for the P87-million generator set to be purchased by the Provincial Government for the Negros First Cyber Center lost their bid documents to a snatcher who entered the Bidding Room at the ground floor of the Provincial Administration Center (PAC) in Bacolod City Tuesday.

The suspect entered the room at around 9 a.m., about half an hour before the bidding proceedings set at 9:30 a.m.

Provincial Bids and Awards Committee (PBAC) head Lucille Pines said the bid documents of Gen Diesel Philippines Inc. were already placed on the table in the presence of PBAC Secretariat members Glenda Tupas and Sherryl Siena, and Gen Diesel sales representative Oliver Quezon.


Quezon said when he left the envelope on top of the bidding box, the suspect snatched it and ran towards the parking lot inside the PAC compound.

He chased the man, but he tripped and got injured. The suspect managed to get away on board a waiting motorcycle.

Agents of the National Bureau of Investigation (NBI), who hold office in front of the PAC, later arrested Dennis Bautista, 43, of Barangay 2, Bacolod City, and endorsed him to Police Station 2.

Quezon, however, did not confirm if Bautista was one of the suspects who took the bid documents.

Pines said only two contractors, Dynamic Builders Inc. and Gen Diesel, are bidding for the generator set.

She said that because of the incident, they have reset the bidding to give time to Gen Diesel to prepare a new set of bid documents.

Senior Insp. Jovil Sedel, commander of Police Station 2, said the man apprehended by the NBI agents told them that while he was standing in front of the Old Capitol, he heard someone shouting that there were thieves.

He said that when he tried to chase the thieves, he bumped into the complainant.

The man said he was in the area to look for employment and denied that he was a companion of the suspects.

Sedel said they will conduct further investigation to determine the possible participation of the man in the snatching of the bid documents.
