Barangay Paglaum convenors can file protest over result

CONVENORS for the creation of Barangay Paglaum was given 10 days to submit a petition or motion questioning the result of the electoral exercise last January 11, said City Election Registrar Mavil Majarucon-Sia Monday.

“They can submit the petition or motion before the legal department of the Commission on Elections in Manila,” she said.

Last Saturday, voters from Mansilingan, who participated in the plebiscite, rejected the proposal to create a separate and distinct Barangay Paglaum.


The “No” garnered a total of 2,987 votes, while the “Yes” mustered only 2,582 votes or a difference of 405 votes. Of the 17,581 registered voters of Barangay Mansilingan, only 5,589 or 32 percent voted.

Majarucon-Sia said it is the legal department that will determine the basis of the allegations of the petitioners since the Board of Canvassers (BOCs), which she heads, does not have any authority on the legal issue being raised.

She confirmed that Gemeno Ymballa, legal counsel of the pro-Barangay Paglaum group, approached the members of the canvassers during the canvassing to raise an issue.

She said Ymballa pointed out irregularities during the conduct of the plebiscite.

“We just noted his complaint and recorded it in the minutes of the canvassing,” Majarucon-Sia said.

She said that the 32-percent voter turnout last Saturday is high compared to the standards of the conduct of a plebiscite.

Majarucon-Sia added that a low voter turnout is not a ground or basis for the nullification of a result of the electoral process. (CNC)
