Garcia says he got LWUA nod

ARCHITECT Ramiro “Chick” Garcia said Thursday he has been informed that his appointment as member of the board of director of Bacolod City Water District (Baciwa) has been approved by the Local Water Utilities Administration (LWUA).

The former vice mayor of Bacolod, who was appointed by Mayor Monico Puentevella as director representing the professional sector, said the Baciwa management told him about the LWUA action,

He added that in order for him to get a confirmation of his appointment, he has to undergo a seminar on policy-making at LWUA.


"A nominee has to undergo such seminar and after that, LWUA will confirm his or her appointment. Officially, as far as LWUA is concerned, I am now a member of the Baciwa Board," he said.

However, Marichi Ramos, who is supposed to be replaced by Garcia, said that she inquired from LWUA about Garcia’s appointment and that a reliable source denied that there was an approval.

"I am quite amused by such report as LWUA denied it because there is an order from the court, so they cannot issue any document regarding such appointment,” she said.

Ramos added, “Everything was held in abeyance due to the case I filed to determine whether LWUA has an authority to deny, confirm, appoint or remove a director because under P.D. 198, there was no mention of such."

"If ever he (Garcia) has a document, it won't still hold water because we have the court to seek justice and truth from. It might be that they are just misleading the public," she said.

Ramos has a pending petition before the Regional Trial Court in Bacolod City seeking the nullification of the order of the LWUA to replace her.
She was able to obtain a 20-day temporary restraining order until November 18. A day after, Garcia was appointed by Puentevella to replace Ramos.

For his part, Garcia said he recognizes the status quo order of the court and he will not go against it.

It is just a matter of him receiving such development but he will still await the final decision of the court before exercising his duties and responsibilities as Baciwa director, he added.
