Security up for Paglaum village poll

THE acting police director of the Bacolod City Police Office (BCPO) said all preparations are in place for the poll of the proposed Paglaum Village as the city’s 62nd village on January 11.

Paglaum Village and its neighboring areas, which will comprise Barangay Paglaum, are part of Barangay Mansilingan, one of the biggest barangays in Bacolod.

City Election Registrar Mavil Majarucon-Sia said Senior Superintendent Edgardo Ordaniel assured the security of the event after the local office of the Commission on Elections (Comelec) requested their assistance.


Majarucon-Sia said the police will deploy maximum number of personnel in Barangay Mansilingan on Saturday to ensure the peaceful conduct of the plebiscite.

Ordaniel said that carrying of firearms is still prohibited in Mansilingan since the gun ban will end on January 15 yet.

He said the BCPO will intensify checkpoint operation in the area of the plebiscite to arrest gun ban violators.

Only members of the Philippine National Police, Armed Forces of the Philippines and other law enforcement agencies in agency-prescribed uniforms performing official duties are allowed to carry firearms.

Polling centers

Majarucon-Sia said voting will start at 7 a.m. and will close at 3 p.m. in three polling centers composed of 50 clustered precincts during the plebiscite on Saturday.

The counting of votes will be held at the precinct level, while the canvassing, which will be conducted by the Board of Canvassers (BOC), will be at 4 p.m. at the City Council session hall of the Bacolod Government Center.

The BOC will be composed of Majarucon-Sia, City Prosecutor Armando Abanado and City Schools Division Superintendent Gemma Ledesma.

Majarucon-Sia said personnel from Comelec central office are set to arrive in in the city to supervise the plebiscite.

The city election officer said that although Mansilingan has 17,581 registered voters, she believes that the plebiscite will end as early as 10 a.m. considering that there are only 50 clustered precincts.

City Ordinance 606, series of 2012 which creates Barangay Paglaum was authored by Councilor Caesar Distrito, who said that the move to create another village in the city, was initiated back in 1987 but was only realized during their term.

In November 10, 1987, City Ordinance 37 creating Barangay Paglaum was enacted and signed into an ordinance by former Bacolod Mayor Amado Parreño Jr.
