PCG probes vessel captain over delayed docking

THE Philippine Coast Guard (PCG) in Iloilo City is conducting an investigation on the captain of the roll-on roll-off vessel whose docking at Dumangas port was delayed for almost five hours Tuesday night.

Lieutenant Commander Glen Daraug, head of PCG-Bacolod Station, said Thursday that Lodivico Ursia of LCT Archangel Navistar was apprehended by personnel of PCG-Iloilo on Wednesday morning after he failed to dock on time.

Daraug said that at 8:30 p.m. Tuesday, they allowed the LCT Archangel Navistar to travel from Bacolod Bredco Port, and it was expected to dock in Dumangas port about two hours later, but the vessel was delayed for almost five hours.


He said they received a call from the passengers of the vessel that they were out of route. The vessel had 24 passengers and a cargo truck on board.

The PCG-Bacolod immediately informed the PCG-Iloilo to take an action on the complaint.

Daraug said LCT Archangel Navistar finally docked in Dumangas port at 2:55 a.m. Wednesday.

He said the PCG-Iloilo headed by Lieutenant Commander Dominador Senador immediately held the captain, who is now detained at Dumangas port for further investigation.

Based on the initial query, Urcia told the PCG-Iloilo that they failed to dock on time because of zero visibility due to bad weather. The vessel temporarily stayed in the area of Guimaras, Daraug said.

It was learned that the captain failed to inform the passengers and the PCG-Bacolod and Iloilo that they will be delayed.

Daraug said it’s one of his [captain] violations for failing to inform his passengers and the PCG personnel about the situation.

The PCG-Iloilo is also conducting an inspection on the vessel to determine if it is complying with safety aspects, and if it has readiness to operate.

Daraug said Urcia will face revocation of his license if it is determined that he committed lapses.
